He argues that the 15-minute city is not just a physical concept, but also a social and economic one. He believes that the 15-minute city can help to reduce social isolation, improve public health, and boost local economies.

Moreno also discusses the challenges of implementing the 15-minute city concept. ‘There is no magical wand’ he argues, only political will can bring  the necessary and significant investments in public transportation, infrastructure, and community development. However, he believes that the social, environmental and economic co-benefits of the 15-minute city far outweigh the costs.
